Representing the voice of Europe’s local governments in the TIPS4PED consortium is ICLEI Europe, the European Secretariat of ICLEI – Local Governments for Sustainability, a global network of over 2,500 local and regional governments committed to advancing sustainable urban development.
Since its founding in 1992, ICLEI Europe has played a pivotal role in empowering cities and regions across Europe, the Middle East, and West Asia to implement integrated sustainability strategies. Based in Freiburg, with additional offices in Berlin and Brussels, it brings together over 190 professionals working across sustainability, urban planning, communications, and policy. By maintaining offices in political centres across Europe, ICLEI Europe strengthens its ability to represent the interests of its members and shape policies that reflect local priorities.
As a key supporter of the European Green Deal, ICLEI Europe fosters multi-level cooperation and public-private partnerships to drive sustainable change on the ground. Through its extensive network and project engagement, ICLEI Europe promotes peer learning, policy innovation, and knowledge exchange among cities.
Building on a 30-year legacy of advancing urban sustainability across Europe, ICLEI Europe has been instrumental in shaping the European Sustainable Cities movement. This legacy is embodied in milestone frameworks such as the Aalborg Charter (1994), the Basque Declaration (2016), and the Mannheim Message (2020). Most recently, ICLEI Europe, in partnership with the City of Aalborg, formally presented the Aalborg Conditions during the 10th European Conference on Sustainable Cities & Towns (1-3 October 2024). Developed as a response to global and European sustainability agendas, the Aalborg Conditions call for shared governance, integrated finance, and a cohesive transition – topics that the TIPS4PED project puts at the centre of its ambition.
In the TIPS4PED project, ICLEI Europe contributes strategic leadership and technical expertise in the areas of mobility, energy transition, and regulatory frameworks. The team delivers critical analyses on policy, standardisation, and regulatory environments, offering actionable guidance to support local implementation of smart, sustainable solutions. It also leads stakeholder engagement, supports policy dialogue, and facilitates the replication of successful urban strategies, ensuring that project outcomes can be scaled and adapted across Europe and beyond.
Additionally, within the project, ICLEI Europe places a strong emphasis on capacity building. Through training sessions, workshops, and targeted resources, the team will support local authorities, planners, and practitioners in acquiring the skills and tools needed to embrace cutting-edge innovations and systemic change. Aligning European initiatives, including BIPED, EXPEDITE, NZC, and the Smart City Marketplace with the project’s ambition, ICLEI Europe amplifies the reach and impact of TIPS4PED.
